To receive a mail-in absentee ballot for an election, a qualified voter or the voter’s near relative (“near relative” means spouse, brother, sister, parent, grandparent, child, grandchild, mother-in-law, father-in-law, daughter-in-law, son-in-law, stepparent, or stepchild) or legal guardian must use the State Absentee Ballot Request Form to request the ballot (NCGS § 163-230.2).

Note: A separate request form must be submitted for each election that a voter wishes to receive a by-mail absentee ballot.

If a requester, due to disability or illiteracy, is unable to complete the request form, the requester may receive assistance in completing the request from an individual of the requester’s choice. No one with Power of Attorney is allowed to sign the request unless they are the voter’s near relative or the voter’s verifiable legal guardian.

A completed and signed request form must be received by the county board of elections not later than 5:00 PM on the Tuesday before the election (NCGS § 163-230.1(a)).

A voter with an illness or physical disability or their near relative or verifiable legal guardian may request after 5:00 PM on the Tuesday prior to the election, but not later than 5:00 PM on the day before the election (NCGS § 163-230.1(a1)).
