Qualified Sales Definition
Each real property transfer is monitored by Tax Administration staff to determine
the trustworthiness of the transaction. Sale information is gathered through the
examination of recorded documents (deeds) and through interviews with property owners,
sellers or real estate professionals. The North Carolina Department of Revenue publishes
standards for real estate transactions to be included as a qualified sale. A transaction
is deemed “Qualified” and is considered to be an indicator of market value if it
does not exhibit any of the items on the Reasons for Qualification Rejection. All other transactions are considered
to be unreliable and are not considered in analyzing the real estate market.
